As a new owner, I've been keeping a careful eye on the fuel consumption over my Monday-Friday commute to/from work - a 20 mile trip (each way) with lots of stops/starts and a short piece of dual carriageway, keeping to the speed limit where possible. A couple of things I have observed

The maximum speed of this car is 140 km/h. Fiat Panda 1986 1.1 fuel consumption is 6.4 litres per 100km in combined city/highway mode (15.6 km/l) - this is one of most fuel efficient Fiat Panda 1986 - 2003 versions, fuel consumption in city - 8.3 l/100km, highway fuel economy - 5.3 l/100km.

Try strapping that down with zip ties as it could be creating enough misfire to mess up the fuel consumption. The O2 sensor reads oxygen in exhaust gas. If there is too much O2, the ECU adds more fuel. If you have some cylinders not sparking, the unused oxygen causes the engine to run extremely rich.
Believe it or not, I had bought a Fiat with poor spark plugs too. The previous owner was pretty clueless. The car was running a little too rich due to poor sparks and then ECU started to lean the mixture. It was all well within the boundaries, passed the emissions too but with borderline HC. No high fuel consumption either. Car was just powerless.
Read the definitive used Fiat Panda 2004 - 2012 review from What Car?. All engines give excellent fuel economy, the diesel being the most impressive with average consumption of 65.7mpg.
CO2 (carbon dioxide), mileage, fuel economy and other emissions data for Fiat Panda 1.4 cars. average fuel consumption is 48.5 MPG or 5.9 litres/100km. and average CO2 output is 143.4 g/km. based on 1631 models..
